Representatives from the Joint Task Force Homeland Defense together with Guam Office of Homeland Security/Office of Civil Defense is hosting a weeklong conference on Phase II interoperable communications and no-notice mass casualty disaster plans for Guam. Director of plans and exercises Colonel Michael Korman says the goals of the conference are three-fold.
He explained, "To improve awareness we want to improve everyone's awareness of emergency management timely response knowing what the resources are available to them; to respond to an emergency to the people that are available; to improve knowledge so that everyone is aware of what the disaster response plan is and what their roles and responsibilities are for that plan."
Korman adds that the third and most important goal is to improve the relationship between all the partners and players involved in a disaster response. This conference is part of a four-phase approach where they use a crawl-walk-run approach to improving emergency response and disaster preparedness.
